One item that merits attention is Item 8a) a 3:30 p.m. deputation by Ted Beaton. He requested an exception to the Streetlight By-law for the north side of Shelswell Blvd (also see Item 12a). This came in response to a petition from residents living in a planned subdivision. Despite lacking streetlights, these residents are charged a streetlight service fee. It's hard to justify charging for a service not provided. This subdivision has two key historical points to consider: 1) it was developed in two phases, and 2) it predates the Streetlight By-law and its related surcharge.

The second item of note is 11c) DS2023-044, presented by Senior Planner Andy Karaiskakis. He discussed Proposed Bill 97 (the Helping Homebuyers, Protecting Tenants Act) and its implications for new Provincial Planning Statement changes. Municipal governments operate under provincial authority, which means that we can only exercise as much control as the province allows. Bill 97 builds on changes initiated by 2022's Bill 23 (More Homes Built Faster Act). For details on the specific amendments proposed by Bill 97, please follow this link.

Lastly, the most comprehensive item was 11d) CS2023-09, presented by Clerk Yvonne Aubichon. This item concerned a revised Procedural By-law governing Council meetings.
